Moldovan Prime Minister Vasile Tofan landed in Kyiv on Monday, October 26, bringing a high-level cabinet team to negotiate trade and energy terms. Three ministers accompanied him: Vladimir Bolea of Infrastructure and Regional Development, Anatolie Nosatîi of Defense, and Dorin Junghietu of Energy. Their presence signals a focus on practical economic agreements rather than symbolic diplomacy alone.
Tofan is scheduled to meet Ukrainian Prime Minister Serhii Koretskyi, President Volodymyr Zelenskyy, and Ruslan Stefanchuk, the chairman of the Verkhovna Rada. The Moldovan government outlined the agenda for these meetings to include strengthening bilateral relations and expanding trade cooperation. Regional security concerns and the respective paths of both nations toward the European Union are also central to the discussions.
Energy procurement stands as a primary economic driver for the visit. Tofan stated on October 12 that Moldova is considering buying natural gas from Ukraine to satisfy domestic demand. He explicitly identified this purchase as a key item for the current trip. This follows a meeting on October 14 between Tofan and Ukrainian Energy Minister Denys Shmyhal, which addressed shared sector challenges and winter preparedness.
The two prime ministers will also attend the Kyiv International Economic Forum. The event focuses on investment opportunities and the development of economic ties, mirroring the themes of the bilateral talks. By participating in the forum, Tofan positions Moldova as an active partner in the regional economic network while engaging directly with Ukrainian decision-makers.
The visit occurs against a backdrop of ongoing humanitarian flux. Moldovan President Maia Sandu recently declared that her country is ready to receive another wave of refugees from Ukraine if the severe humanitarian situation prompts further departures. This readiness adds a layer of social and logistical context to the economic negotiations taking place in the capital.
The delegation's itinerary is structured around these specific high-level meetings and the economic forum. No further public sessions or joint press conferences have been detailed in the initial government statement. The focus remains on concluding the bilateral agenda items related to gas, trade, and EU alignment during this week-long visit.
